There is no single Lower Mainland roofing-permit rule that applies to every municipality and every project. Before work begins, confirm the requirements for the property address and the exact scope.
Why the scope matters
Replacing an existing roof covering can be treated as maintenance in some municipalities. Structural repairs, changes to roof framing, additions, new roof areas or work tied to other renovations can trigger different requirements.
Abbotsford
The City of Abbotsford explicitly lists replacement of roof shingles among examples of work that does not require a building permit. The City also notes that most building construction does require permits and tells homeowners to contact staff when unsure.
Vancouver
The City of Vancouver lists installing roofing, gutters or drain-pipes among projects that do not require a permit. Structural repairs and many larger renovation scopes do require permits, so the exact work still matters.
Surrey
Surrey says residential building permits are usually required for building or renovation work and lists minor exterior repairs among examples that do not require a permit. Its published list is not comprehensive, so Surrey specifically advises homeowners to contact the Building Information Line when in doubt.
Langley
First identify the municipality: the City of Langley and the Township of Langley are separate jurisdictions with separate building departments and processes. Do not assume a permit answer for one applies to the other.
When you should verify before signing the quote
- The roofer proposes structural deck, truss or framing changes.
- The roof shape or building footprint is changing.
- The project is part of a larger addition or renovation.
- The home has strata, heritage or other special requirements.
- You are unsure whether the contractor or homeowner is responsible for obtaining permits.
Put permit responsibility in writing
If a permit is required, the roofing contract should make clear who will apply, who pays the fees, and whether work will wait for approval. Even when no permit is required, the contractor still needs to follow applicable codes, manufacturer requirements and safety obligations.
